Short answer: starting October 19, 2026, eligible drivers with a Class 7 N licence can apply for a restricted Class 5 without taking the second road test. ICBC will use a Driving Record Assessment. You still need the required period of safe driving, and the new Class 5 carries zero-alcohol and zero-drug restriction 55 for 12 months.
“The road test is gone” is too broad. The first road test from L to N stays, and the new route is conditional on your age, safe-driving record and the way your GLP course was completed.
What changes for B.C. N drivers on October 19, 2026?
The second road test is the usual route out of the graduated licensing program.
You can still choose to take it before the change takes effect.
For eligible drivers, the second road test is replaced by a Driving Record Assessment.
ICBC says tests scheduled for October 19 or later will be cancelled and the driver will receive next steps.
The assessment reviews your record and required driving time. It is not a replacement for the first road test from a learner licence to an N licence.
Who qualifies for Class 5 without a second road test?
Starting October 19, your driving record can show an Earliest Exit Date. That date tells you when you can apply. It does not promise an upgrade before ICBC reviews your record.
What if there is a suspension or prohibition?
ICBC says the eligibility date resets if a prohibition or suspension appears before the upgrade. You then need another qualifying period: 12 months if you are 25 or older, or 24 months, or 18 months after completing an approved GLP course, if you are under 25. The same clean-record conditions apply.
The new Class 5 still has a restriction
This change affects your licence. It does not by itself decide your insurance price, vehicle eligibility or financing approval. Those are separate decisions made using their own rules. In my work, I have seen approvals involving L, N and international licences, but the result varies by lender and by the person's income, history, vehicle and documents. Treat that as experience, not a guarantee.
Could ICBC upgrade me automatically?
Some drivers who already meet the requirements may receive a letter confirming a one-time automatic upgrade on October 19. That route is only for people ICBC contacts. You remain eligible only if your record stays clear of prohibitions, suspensions, electronic-device convictions and excessive speeding. Outstanding debt can also affect renewal or upgrade.
If you do not receive an automatic-upgrade letter, wait until your Earliest Exit Date and apply through the assessment process.
Where do I go for the assessment?
If you are changing an international licence rather than leaving the B.C. graduated program, the process can be different. Check ICBC's moving-to-B.C. licensing guidance first. For a separate vehicle question, our newcomer car-financing guide explains what lenders may review.
Frequently asked questions
When does the second road test change take effect?
October 19, 2026. Eligible drivers with a Class 7 novice licence and a clean record can use the Driving Record Assessment instead.
How much safe driving is required?
Drivers under 25 need 24 months, or 18 months if they completed an approved GLP course during the learner phase. Drivers 25 or older need 12 months.
Will the new Class 5 be unrestricted?
No. Restriction 55 requires zero blood alcohol and zero blood drug content for 12 months. It expires automatically after the qualifying period.
Where do I request the assessment?
At an ICBC driver licensing office by appointment or walk-in. Do not select Service BC or a driver licensing agent for this service type.
